Update 11/30/2017 Initial assessment 11/14 - an interval of 16 days. Roads shows nearly normal functioning. Schools, Communication, Water, and Food show some capacity. Medical Access and Electricity show no capacity. We give a Severely Behind Plan with a confidence level of Medium.
Schools: 5 of 8 schools are open. At assessment, no schools were open. An announcement changing the hours of classes to 7:30 a.m. to 12:30 p.m. at one schoool was accompanied by instructions to bring water, snack, and mosquito repellant.
Communication: 9 of 12 towers are still out (75% outage rate). Univision's Liberty Tour will bring free wifi to the plaza from 9 to 5 on December 7.
Medical Access: No hospitals, no dialysis centers, and 1 EPAP pharmacy. A vaccination clinic was held for flu and tetanus shots.
Water: The Maunabo office of citizen affairs continues to supervise the delivery of water, food, and supplies to residents. Water has been delivered daily by FEMA throughout November.
Electricity: No grid power according to AEE.
Food: Food and water delivered to Maunabo daily by FEMA and Red Cross and RSA. Municipality is reliant on aid from outside the city. Still only one market open.
Roads: Google maps does not show any road closures.
