A final assessment has been conducted on 25 Nov 2017, an interval of 24 days since initial assessment.
Communications have been restored to nearly normal operations in urban areas only. Water, Food, Medical Access, Roads, Schools, and Electricity (generators) have some functionality. We give this an overall assessment as Behind Plan. With a confidence assessment of medium based on the amount of data we were able to gather in the municipality. Specific details are:
Schools: 4 of 11 schools are open (initial assessment, zero were open, so this is a significant change).
FCC cell sites: 3 of 10 sites are still out (30%). An improvement of 1 site since initial assessment. Communities outside town centres rely on word of mouth communication.
Hospital does not yet have grid power. They recently added another generator, but repairs are not complete.
Power: AEE map shows no grid power in Adjuntas. Electricity is not expected in the mountainous area until 2018.
Many areas still do not have running water, normal food supply or power.
Generators, food and bottled water are still being delivered by the municipality and charities, as recently as 25 Nov.
Local groups are hiking into isolated areas with supplies.
Roads in mountainous areas are still affected by mudslides and downed power lines.
