A final assessment of Arroyo has been conducted 25 Nov 2017, an interval of 21 days since initial assessment.

Water supply in the urban area of town has been restored to nearly normal operations. Medical, roads, schools, food and communications have some functionality. Rural and mountainous areas are still dependent on deliveries of food and water. Electricity has no capability yet, many communities have no generators. We give this an overall assessment as behind plan. With a confidence assessment of medium-high based on the amount of data we were able to gather in the municipality. Specific details are:

Schools: 6 of 10 schools are open (initial assessment, zero were open, so this is a significant change).

FCC cell sites: 4 of 10 sites are still out (40%). This is an improvement of 4 sites (40%) since initial assessment.

Medical: Hospitals do not yet have grid power. Mosquitos are out of control.

Power: AEE map shows no grid power in Arroyo. Many in rural areas have no generators. AEE has no specific date for restoration.

Food and bottled water are still being delivered to all homes by the municipality, and charities (as at 13 Nov).

Roads: No traffics lights. Roads affected by downed power lines.
