Update 11/30/2017 Initial assessment 11/9 - an interval of 21 days. Communication and Medical Access have nearly normal functioning. Schools, Electricity, Water, Food, and Roads have some capacity. We give this an overall Behind Plan with a confidence level of Medium.
Schools: 10 of 16 schools are open. There were only four open at initial assessment. This is a significant improvement. Head Start, Early Head Start and Child Care opened on Nov. 1. It includes breakfast and lunch for students.
Communication: 12 of 36 towers remain out of service (33% outage rate). A mobile cell was deployed in this area. Free wifi was available in the public plaza on Nov. 6 by the Univision Liberty Wifi Tour.
Medical Access: 2 hospitals and 1 dialysis center are open. There are 6 pharmacies and 9 EPAP pharmacies open - no change from initial assessment. Flu and tetanus shots available in mid Nov. at a mobile health unit.
Electricity: 13 sites are connected to the electrical grid. These include 2 hospitals, a supermarket, 2 shopping plazas and several residential areas.
Water: The last delivery of water was on 11/14 by RSA. Water is being delivered frequently.
Food: Food deliveries are shown through November. The Red Cross delivered meals on 11/30. Distribution at sites throughout the municipality.
Roads: PR-3/53, the main north/south highway is closed near the intersection with PR-194. No other road closures are shown on Google Maps.
Items of note: The Food Truck Festival will be at Puerto del Rey on 12/9 & 10, featuring food trucks, music, family entertainment.
