An assessment of the Manati municipality was conducted on 12/5/17. The initial assessment was done on 10/28/17 for an interval of 38 days. Water and Electricity are still a daily problem for the bulk of the people in this municipality and roads still need to be cleared. We give this an overall Behind Plan based mostly on lack of water and electricity and unreliable assistance for rural areas. This is a Med-High confidence assessment based on the amount of data we were able to gather in the municipality.
Specific details are:
Water: 77 deliveries of water, latest on 11/27 by Red Cross & RSA; where there is running water, it is not potable
Food: 95 deliveries of food, latest on 11/27 by Red Cross & RSA, multiple grocery stores open in area including a WalMart, Econo, and SuperMax.
Medical: 3 hopitals/med centers open but without grid power, 1 dialysis center, 11 EPAPs, temp treatment center.
Comm: 21% of cell towers are down.
Roads: Most roads are traversable but still have plenty of debris as municipal trucks were destroyed in the hurricane, some roads in rural areas in the southern part of the municipality are closed.
Schools: There are 12 out of 19 schools open
Electricity: AEE lists 73 areas without power, 5 of these are entire barrios.
